The meeting is to agree on the 2017/18 budget and council tax in Hillingdon.
The borough pledged in December to freeze council tax and stop service cuts, amid Government pressure to raise council tax by a further 3% in order to fund adult social care.
Hillingdon Council looks set to buck the national trend, with the Local Government Association warning that cuts to services such as bin collections, running children's centres and libraries, filling potholes and maintaining parks are likely across England to fill the growing shortages in adult social care.
